  • 1 tablespoon rice vinegar

  • 1 teaspoon minced garlic
  • 1 teaspoon grated ginger
  • 1/2 teaspoon red pepper flakes
  • 1/4 cup chopped green onions
  • 1 tablespoon vegetable oil
