  • 2 tablespoons water
  • 2 cloves garlic, minced
  • 1 teaspoon ginger, grated
  • 1/4 teaspoon red pepper flakes (optional)
  • 2 tablespoons vegetable oil
  • 1/4 cup green onions, chopped (for garnish)
